The Legislative Brief on the Punjab Police Order (Amendment) Act 2013 analyses the provinces adaptation of the Police Order 2002 as well as loopholes relating to civilian oversight, accountability, and provides recommendations for improving its implementation at the grass-roots level in policing in Punjab.
The proposed amendments particularly focus on regulation of incentivised merit based fast track promotions for Constables, Head Constables and Assistant Sub Inspectors (ASIs); improvement in supervision and unity of command in investigations; recruitment of educated investigators; and better qualified SIs as potential SHOs as few of its important objectives.
This Legislative Brief is published as part of PILDATs initiative on Reforming Police, Prosecution System and Free Legal Aid Services in Pakistan. This brief also presents recommendations for reforms to the legislative authority of Punjab for improved implementation of the 2013 Act and better policing in the province.
